WINDS...SOUTHWEST 20 TO 35 MPH WITH GUSTS TO 55 MPH. GUSTS 60 TO   70 MPH IN WIND PRONE AREAS...SUCH AS WASHOE VALLEY NEAR THE   WASHOE DRIVE FIRE.  * HUMIDITY...20 TO 30 PERCENT THIS AFTERNOON...RISING ABOVE 40   PERCENT BY 10 PM THIS EVENING.
